《协议二》进一步对香港开放内地的服务业市场，让香港企业和专业人才能以更优惠的待遇进入内地市场。在香港多个特别具有优势的服务领域，如金融、建筑及相关工程、检测和认证、电信、电影、电视、旅游等都增添了开放措施，包括：就企业的设立取消或放宽股权比例和业务范围的限制；就香港专业人士提供服务放宽资质要求；就香港服务输出内地市场放宽限制。大部分开放措施适用于内地，也有一些在粤港澳大湾区珠三角九市先行先试。

香港特区政府财政司司长陈茂波近日指出，根据《协议二》，香港银行在内地分行从事银行卡业务的限制将于3月取消，此举有助其拓展内地业务。

香港旅游业议会主席谭光舜表示，新措施有望带动更多外国旅客从香港入境，到香港和内地旅游。业界正准备推广有关安排，相信东盟旅客需求比较大上海新茶资源。

香港特区政府商务及经济发展局常任秘书长黄少珠表示，特区政府会协助业界用好各项优惠措施，在CEPA的基础上寻求与内地共同推进更紧密的经贸合作。

截至去年底，CEPA下的累计货物关税优惠已突破102亿元人民币。去年，内地与香港的货物贸易总额超过4.8万亿港元，是实施CEPA前的三倍多，平均每年增长5.6%。内地对香港服务业作全面或部分开放的部门已增至153个，占全部160个服务贸易部门的96%。

探索制度创新 加强规则对接

《协议二》新增“港资港法”和“港资港仲裁”作为便利香港投资者的措施。此外，《协议二》在大部分服务领域取消香港服务提供者须在香港从事实质性经营三年的年期规定。

香港特区政府律政司司长林定国表示，根据《协议二》，合资格的港资企业可以选择使用香港法律为合同的适用法，以及选择香港为仲裁地，他鼓励企业界充分利用这一新机遇。

全国政协常委、香港中华总商会会长蔡冠深日前指出，《协议二》涵盖多个重要制度创新，不仅为进入内地市场的港商提供便利，更为粤港澳大湾区投资者提供更广阔的法律服务选择，鼓励更多外商通过香港作为跳板投资粤港澳大湾区，进一步巩固香港“超级联系人”和“超级增值人”功能角色。

香港律师会会长汤文龙说，《协议二》对香港法律界是非常好的消息，业界表示欢迎，希望把握良机扩展业务。这也将增强国际投资者的信心。

深化经贸合作 加速融合发展

内地与香港于2003年签署CEPA，目前已提升至一份全面和现代化的自由贸易协议，涵盖货物贸易、服务贸易、投资和经济技术合作4个重要范畴阿拉爱上海。

CEPA为香港带来了庞大经济效益上海419论坛。香港很多行业都已受惠于此，成功到内地拓展业务。CEPA实施以来，所有在香港生产及符合CEPA原产地规则的货品可享零关税优惠进入内地。另外，在服务贸易方面，内地与香港已经基本实现服务贸易自由化。

香港特区行政长官李家超在多个场合提及《协议二》为香港企业和专业人士进入内地市场创造了更有利的条件。他鼓励香港乃至全球企业，善用CEPA的全新优惠待遇，开拓内地市场源源不绝的机遇，服务国家把资金和人才“引进来”、让企业发展“走出去”。

近期，特区政府通过多种方式推动《协议二》的落实爱上海。如积极联系不同商会、行业和咨询组织等，加强业界对开放措施的认识。

2月19日，特区政府与国家商务部合办宣讲会，介绍相关措施的内容和落实安排。宣讲会吸引了超过350名香港及外国商会、驻港领事馆、主要贸易组织和专业界别的代表参加。
